When is the Best Time to Optimize a Subscription?

Contract anniversaries are the best times to adjust subscriptions. Microsoft allows changes mid-term at anniversary, not just at renewal, although declaration timing must be considered as part of their rules. Changes can be made until signatures are in place at contract renewal. In both instances, removing subscriptions at the account level can be done prior to or after the anniversary depending on the category of the change.
